Rationale: This is cheating, but seriously, how does Brandon Jennings not have a contract yet? Jennings is not an elite point guard, maybe not even an average one, so the fact that nobody has offered him the max is actually a pleasant surprise. Still, Jennings is an athletic 23-year-old who can create shots for himself. His confidence occasionally hops the border to arrogance, but he’s not completely delusional. Jennings biggest concern is inconsistency, evident in his lousy shooting percentages, indifferent defense and middling playmaking. However, Jennings, who was more valuable defensively than offensively as a rookie, has shown repeatedly that he can get infernally hot and that he can make plays when he wants to. Four years in, the doubts are justifiable whether the flashes will ever materialize into anything reliable, but maybe all he needs is a change of scenery like the guy who actually won Rookie of the Year in 2009. Unfortunately, it looks like he’ll spend 2013-14 reluctantly suiting up for 82 more games in a Bucks uniform. Hopefully his second consecutive contract year plays out more successfully than #10 on this list.
