Yes, he was playing as horribly as he probably could. He’s still here, even if you think his contract is awful now. Williams isn’t on top of his game, and being a top three point guard isn’t the same as being top ten. He certainly gets the benefit of the doubt and is still left on here, no matter how well his competition has done.
